On April 9, 2013, the Hemet City Council unanimously approved phase one of the police department's "Project HOPE" (Hemet's Option for Policing Excellence) by agreeing to the funding of a temporary program to hire on POST certified retired police officers.
During the council meeting, Hemet Police Chief Dave Brown presented a workshop entitled "Crime, Safety, and Investment and Action Plan." In the plan, Chief Brown said he aims to reduce crime in the city by 10 percent and reduce the fear of crime in the community by 25 percent in 18 months.
To accomplish that rather aggressive goal, the plan called for the immediate and short-term need for additional resources to increase the amount of free and proactive patrol time for Hemet officers.
