Youth Council

Background

Recognizing youth as an underrepresented group, the City addressed this concern by including line items focused on this segment in the Fiscal Year 2024-25 Strategic Goals. During the City Council Meeting on January 28, 2025, the City Council unanimously adopted Resolution 2025-012, which established the Hemet Youth Council.

The City is taking necessary steps to effectively and accurately represent youth, promote their involvement, increase engagement, and encourage contributions, enhancing the overall quality of life for the youth of Hemet.

On June 10, 2025, the City Council unanimously voted to appoint the following for the July 1, 2025, to June 30, 2026, term.

Purpose

The purpose of a Hemet Youth Council is to establish a formal connection between young people and the Hemet City Council to ensure that youth voices are heard, foster civic engagement, and provide a platform for young people to contribute to decisions on issues that impact the community.

Duties and Responsibilities

  • Gather youth and community input through civic engagement activities.
  • Identify and recommend solutions to improve programs, policies, and practices affecting young people in the City.
  • Promote and encourage youth interest and participation in community affairs.
  • Assist in City events and learn about local government operations.
  • Review municipal matters referred by the City Council or other City committees and, as appropriate, make recommendations on those matters.
  • Provide an annual report to the City Council on initiatives, projects, and activities.

Appointment of Members and Qualifications

The Youth Council consist of 19 members, appointed by the City Council, with the following qualifications:
  • Shall be 13-19 years old and enrolled in high school or equivalent within the City of Hemet, Hemet Sphere of Influence, or Hemet Unified School District (HUSD) boundary.
  • Members shall serve one-year terms from July 1 to June 30 and may be reappointed.
  • Members must maintain a minimum grade point average (GPA) of 2.5.
  • A letter of recommendation.
