About the Report
The Final Environmental Impact Report (EIR) evaluates the adverse physical environmental impacts that would occur through implementation of the draft general plan. An EIR is a public information document that presents environmental impact analysis, identifies feasible measures to mitigate significant impacts, and presents feasible alternatives that can reduce or avoid significant environmental effects. The final EIR was prepared to provide a program level of analysis in compliance with the California Environmental Quality Act of 1970 (CEQA) and the State CEQA Guidelines (California Code of Regulations Section 15000 et seq.), as well as relevant case law.
