American Rescue Plan Act

The 2021 federal American Rescue Plan Act was passed due to the unprecedented strain COVID-19 caused to our nation. A State and Local Fiscal Recovery Fund was developed to specifically address state, local, and tribal governments, and the economic impact the pandemic caused. The City was allocated $21,674,344 in funds to support its public health response and lay the foundation for a strong and equitable economic recovery. 

In partnership with Polco, the City surveyed both residents and businesses to ascertain what the priorities should be as far as planning and budgeting the funds. All expenditures of the ARPA funding will be aligned with the approximately 300 survey responses and with the Strategic Plan adopted by the City Council in June 2021. Approximately 57.6 percent of the respondents reported being property owners in the City. Below reflects the age range of the survey respondents. The majority of the respondents were between 65-74 years of age. Also reflected is the age and gender of survey respondents.
