November 5, 2024 - General Municipal Election
On June 11, 2024, at the City Council's Regular Meeting, the Council voted unanimously to call a General Election for the City Treasurer, District 1, District 3, and District 4 seats, respectively. Because this is a District 1, District 3, and District 4 Election, every registered voter in District 1, District 3, and District 4 within the City of Hemet will be eligible to vote in the General election. The City Treasurer is an at-large Election, and voters within the City of Hemet will be eligible to vote in the General Election.

To register to vote for the upcoming election, contact the Riverside County Registrar of Voters at (951) 486-7200 or (800) 773-8683, or register online at www.voteinfo.net or www.sos.ca.gov.

Vote Centers will be open November 2, 2024 through November 4, 2024, from 9:00 a.m. to 5:00 p.m. and on Election Day, November 5, 2024, from 7:00 a.m. to 8:00 p.m.

City Hall is a ballot drop off location and will be open during normal business hours and accepting ballots on October 7, 2024 through November 4, 2024 from 7:30 a.m. to 5:30 p.m. and on Election Day, November 5, 2024, from 7:00 a.m. to 8:00 p.m.

QUALIFICATIONS FOR CANDIDACY
To qualify as a candidate for member of the City Council, you must reside and be registered to vote within the jurisdiction when nomination papers are issued. Additionally, you must be:
- A registered voter at their current residence in the City of Hemet and residing in the district in which they are running. Click here to access the interactive Hemet City Council Districts Map.
- A citizen of the United States.
- 18 years of age or older.
- Not disqualified from holding office by the Constitution or laws of the State of California.
TERM LIMITS
On November 2, 2010, the voters of the City of Hemet adopted Measure W limiting the number of terms a person may serve as an elected official to three terms. The language is codified in Hemet Municipal Code Section 2-37 and reads as follows:
During their lifetime no person shall serve, whether by means of election or appointment, more than three terms of office as a city council member, as the treasurer, or as any other elected city official. This term limit shall be applied separately to each different type of elected office held. A partial term of office shall be considered to be a full term where more than one-half of the regular term of office has been served. This measure shall apply prospectively, taking effect as to terms commencing in 2012 and thereafter.
Terms that commenced prior to 2012 are not counted for the purposes of Section 2-37. At this time, there are no individuals in the City of Hemet who have served three terms that commenced in 2012 or after.
NOMINATION PROCESS AND FILING REQUIREMENTS
To become a candidate, you must first be issued Nomination Papers by the City Clerk. The Nomination Paper filing period will begin on Monday, July 15, 2024, and will close on Friday, August 9, 2024, at 5:30 p.m. If an incumbent does not run, the nomination period will be extended to August 14, 2024, for the corresponding district only.
The City Clerk will issue candidates a Candidate’s Handbook, including an Official Nomination Paper, Candidate’s Statement Form, Fair Political Practices Commission (FPPC) Form 700, Campaign Disclosure Forms, and other information regarding the election. This information will be available by appointment at the City Clerk’s Office beginning July 15, 2024. Please call the City Clerk’s office at (951) 765-2395 or email clerkstaff@hemetca.gov to schedule an appointment to issue the Candidate Handbook and Nomination Papers.
Once you have filed the Nomination Papers, you may not make any changes to the form. If you fail to qualify as a candidate, supplemental nomination papers can be issued to you. There is no extension of the deadline for supplemental nomination papers. Please contact the City Clerk’s office for additional information at (951) 765-2395.

On June 25, 2024, at the City Council Regular Meeting, the City Council voted unanimously to adopt Resolution 2024-110: Resolution of the City Council of the City of Hemet, California, Ordering the Submission to the Qualified Electors of the City of Hemet an Ordinance Relating to Transient Occupancy Tax at the General Election to be Held on Tuesday, November 5, 2024, and Other Related Matters; Resolution of the City Council of the City of Hemet, California, Setting Deadlines for Filing Written Arguments Regarding the City Initiated Transient Occupancy Tax Measure and directing the City Attorney to Prepare an Impartial Analysis.
To address homelessness, make public areas safer and cleaner, including streets and sidewalks, and other essential government services such as 911 response, pothole repair, senior and youth programs, improving public arts and culture, and parks and recreational facilities, shall a measure increasing Hemet's transient occupancy tax by 2% - which is paid entirely by overnight hotel guests - providing an additional $ 200, 000 annually, until ended by voters, that cannot be taken by the State, be adopted? | Yes |
