Engineering Permits

Encroachment Permit Requirements:

  • Encroachment Permit Application (PDF)
    1. A completed and signed encroachment permit application.
    2. Proposed traffic control plan with labeled streets, speed limits, signage distances as per CA MUTCD, and a north arrow.
    3. A City of Hemet business license.
    4. Valid contractor’s license (CA CLSB) and worker’s compensation information will need to be provided.

Transportation Permit Requirements:

Grading Permit:

  • Contact the Public Works Engineering Division at ENGRSTAFF@HEMETCA.GOV, (951) 765-2360, or in person at 445 E Florida Avenue to apply.
  • The following Items are required with application:
    1. Engineering Plans and Specifications, signed by an engineer of record, prepared in accordance with article 4.1 of the Grading Standards.
    2. An Erosion and Sediment Control Plan prepared in accordance with article 10 of the Grading Standards.
    3. A Geotechnical report prepared in accordance with article 4.1 of the Grading Standards.
    4. Proof of application for coverage under the state Water Resources Control Board's NPDES permit for construction activities. 
    5. All other information required by the City Engineer as indicated in article 3.1 of the Grading Standards.
    6. Grading plan must be approved by Engineering Division staff before a grading permit is issued.
  • The City Engineer may also require an applicant to submit one or more of the following documents depending on the nature of the project:
    1. Seismicity report (Alquist-Priolo Earthquake Fault Zoning Act.)
    2. Dust Prevention and Control Plan.

Other Permits: Erosion Control, Concrete Installation, and Improvements:

Please contact the Engineering Division by email, phone, or at the counter for application requirements, including fees. These permits will vary case by case and will generally need to go through plan check.

Application Submittals:

  • Please contact the Engineering Division to have a Contractor's Portal Account set up at no cost to you. EngrStaff@HemetCA.gov
  • For applications submitted through Contractor's Portal (choose this option for fastest processing):
    1. Select the link below.
    2. Choose your username.
    3. Enter your PIN (received at set-up from the Engineering Division).
    4. Select 'Apply for New Permit/Plan Review.'
    5. Follow the prompts, upload your application with ALL supporting documents.
      • Applications without necessary supporting documents will not be accepted.

City of Hemet Contractor's Portal

  • The Engineering Division will temporarily accept email applications at ENGPLAN@HEMETCA.GOV 
    • PLEASE NOTE WE WILL LOSE THE ABILITY TO ACCOMMODATE THESE REQUESTS IN THE NEAR FUTURE

Inspection Requests

All requests for inspection must receive approval from the Engineering Division the day before the requested inspection. Inspection requests will be accepted until 3PM. If your request is submitted after 3 PM, it may not be processed for the next business day. Road closure inspections must be approved at least 48 hours in advance. In the event the permittee is not ready and available during the approved, requested time period they will be given one more inspection without incurring additional fees. The second missed inspection will incur a fee equal to two hours of the Engineering Inspector's fee and will void the associated permit. Payments

The City of Hemet Public Works Engineering Division accepts payment per the below options:

  1. Pay online at https://www.e-billexpress.com/ebpp/CityofHemet/ 
    • Our system updates once daily at 5PM. Payments made will have associated permits issued on the next working day.
  2.  We accept email payment for same day issuance. COH - CC Email Form (PDF)
    • Email payment options requires a call in verification.

      2. Call (951) 765-2300 for verification
  3. We also accept fax payments for same day permit issuance. COH - CC Fax Form (PDF)
    • Fax your form to (951) 765-2336 and a member of the Engineering staff will contact you regarding permit issuance. Please be sure to include contact information.
